Two houses were swept away in a village in Xi'an, and infrastructure including roads, bridges and electricity was destroyed, according to CCTV.
Search and rescue teams have been sent to the area, along with personnel to reinforce the riverbanks, it said.
Xi'an's Qinling Mountains would experience more extreme weather, causing soil erosion and potentially more landslides, it said.
Some trains were suspended on Saturday due to heavy rain and strong winds in the capital Beijing and the northeastern city of Harbin, CCTV said.
In the southwestern Guangxi region, heavy rains on Friday caused urban flooding in the city of Nanning, forcing rush-hour commuters to drive vehicles and motorbikes through waterlogged streets, CCTV said.
The city dispatched nearly 3,900 police to help, while local authorities set up cordons to allow drainage work on some roads.
Efforts were underway to reinforce a 300ft (90m) breach in a river dike and protect 29 villages downstream in the northeastern province of Jilin, CCTV said. Some 500 officers and soldiers, 62 vehicles and three construction machines have been dispatched to seal the breach, it said.
In the city of Huozhou in the northern province of Shanxi, some low-lying houses were threatened by a breach in the dike as flooding from heavy rain trapped some residents in their buildings, the broadcaster said.
