I ran into a similar issue with seedlings slowing down despite decent light. I ended up moving them closer to a south-facing window and used a cheap clip-on grow light for a few hours in the evening. Made a difference. Also, I recently tried
indoor plant delivery, and their stuff came really healthy, which surprised me—might be worth a look if you're after specific varieties.
