Outlook is reflective of personality, taste, character, belief etc. What would you make out of the tip of an iceberg? Fever is the symptom of infection. I do not mean insult to anyone, but most people who see us don't get a chance to know us at all. It is a human nature to form an opinion based on the outlook first. A flower is beautiful! that we opine about any flower before we get to know whether it is good for us or not unless we experiment with it.
The Divine injunction for women is to cover themselves and not to walk in a way that attracts others attention so that they are recognized as pious and bearer of sound character -- outlook reflects character. Provocative dress-up or act attracts men. On the other hand men are asked to lower their gaze when they see person of other sex to prevent lust and provocation of filthy desires.
Of course it sounds like an old concept but it is the matter of belief that issues as such will be decided by Almighty on a day when only He will rule.
