That's not the definition of welfare state. What you defined means a developed state - where population below poverty is smaller than those above that level.

Yes
Welfare State is a state in which Indirect Tax are less imposed and Direct taxations are highly imposed.Gvt provides many facilities and subsidies to common man.

In a welfare state govt takes care of basic public needs regardless of methodologies (taxes or socialism...) etc.
